In ancient times, when the 12 animals were being chosen, the Jade Emperor had two criteria. The animal either had to be of some use to humanity, or had to arrive at the heavenly palace on the day of choosing. The Ox was originally a servant of the heavenly palace. He volunteered to sow some seeds for the herders who didn't have enough grass to feed their animals. But he fell and scattered seeds everywhere, so the farmers couldn't sow their grain. He was thrown out of heaven and to make amends he set forth to eat all the grass that wasn't needed. As he had paid his debt and all was now well the Jade Emperor made him the 2nd of the 12 animals.
